الملخص

مفهوم السيادة يحمل أهمية تاريخية وفلسفية في سياق بناء الأمم وصناعة الدولة. وبدون فهم مركزية هذا المفهوم، يمكن القول إن أي محاولة لبناء الأمة محكوم عليها بالفشل. عبر التاريخ الكوردي الحديث، يمكن ملاحظة أن عدة خطابات حول السيادة كانت في صميم كل حركة وطنية. تتناول هذه المقالة بشكل مكثف البدايات الأولى لهذه الخطابات ضمن الحركة الوطنية الكوردية، وبالأخص خلال تأسيس وسقوط جمهورية كوردستان في مهاباد، التي أثرت بشكل كبير على خطابات السيادة في كوردستان الجنوبية. ومع ذلك، فإن المقالة لا تقتصر فقط على هذه الفترة الزمنية، بل توسع نطاقها إلى ما بعد هذا الحدث التاريخي وتتناول تأثيره على الخطاب العام للسيادة، وبشكل خاص تأثيره الحاسم على حركة التحرير الكوردية في كوردستان الجنوبية. كتركيز رئيسي للمقالة، يظهر هذا التأثير في الطريقة التي حمل بها الملا مصطفى البارزاني خطاب السيادة، الذي وُلد من تجربة جمهورية كوردستان، إلى حركة التحرير الكوردية في كوردستان الجنوبية. على وجه الخصوص، تتناول المقالة الآثار المباشرة لانهيار الجمهورية وأهميتها في الفترة التي تلت ذلك. ولهذا الغرض، تم استخدام النظرية والمنهج الجينيالوجي الذي طوّره الفيلسوف الفرنسي ميشيل فوكو، حيث إن فهم خطاب السيادة يعني فهم النهج النظري والمنهجي لفوكو.

Kamaran Aziz Abdulla is a lecturer at Soran University. He has a B.A. degree in Politics and International Relations, M.A. degree in Continental Philosophy and Ph.D. degree in Sociology. He is also on the board of advisors at the Center for Genocide, Gender and Social Research (CGGSR) at Soran University. Dr. Abdulla’s research interests include topics in historical sociology, Nietzsche studies, Michel Foucault, nationalism, and history of social and political thought.
