لا تزال العلاقات الخارجية أداةً مهمةً للجهات الفاعلة غير الحكومية في إطار مساعيها، لتحقيق كيان الدولة وصيانته. ويُعد إقليم كوردستان من أبرز الجهات الفاعلة، في هذا الإطار، سواء على الصعيد الإقليمي، أو الدولي، لما يتميز به الإقليم من خصائص تميزه. مع تحول نظام الحكم العراقي في العام 2003 وإعتماد الدستور لعام 2005، أصبح الإقليم رسميًا يتمتع بالحكم الذاتي كوحدة اتحادية. يمارس إقليم كوردستان، على غرار معظم المناطق الأخرى داخل الدولة الاتحادية، دبلوماسيةً موازيةً من حيث حقوقه القانونية سعياً لنيل حق تقرير المصير. ومنذ ظهور تنظيم داعش عام 2014 فصاعدًا، تطورت العلاقات الخارجية في الإقليم خطوةً أخرى، وتُعتبر فرصةً استثنائيةً في شكل دبلوماسيةٍ أوليةٍ موجهةٍ نحو تحقيق دولةٍ مستقلة. ومع ذلك، سرعان ما أدى قرار تحديد موعد استفتاء الاستقلال في 25 سبتمبر/أيلول 2017 إلى تراجع مكانة كوردستان على الصعيدين الإقليمي والدولي. يهدف هذا البحث إلى تقييم مدى فعالية الاستفتاء على العلاقات الخارجية لإقليم كوردستان. يسعى هذا البحث إلى الإجابة عن السؤال الرئيس الآتي: إلى أي مدى أثّر الاستفتاء على العلاقات الخارجية لإقليم كوردستان؟ وللوصول إلى فهم مُعمق لقضية البحث الأساس، تم استخدام المنهجية النوعية مع الاستفادة من المنهجية الكمية.
